Odisha Government today took a major step towards creating a secure and inclusive artificial intelligence ecosystem by signing a Memorandum of Understanding (MoU) with Sarvam, a leading Indian AI company, to establish a full-stack Sovereign AI Park in the state.
The MoU was signed in the presence of President Droupadi Murmu on the sidelines of the Black Swan Summit 2026. The agreement aligns with Odisha’s Vision 2036 and Vision 2047, prioritising sovereign infrastructure, population-scale Odia-language applications, and long-term institutional capacity in AI.
The signing ceremony was witnessed by Governor Dr Hari Babu Kambhampati, Chief Minister Mohan Charan Majhi, Minister for Electronics & IT Dr Mukesh Mahaling, Minister of Higher Education Suryabanshi Suraj, GFTN Chairman Ravi Menon, Chief Secretary Anu Garg, Principal Secretary (Electronics & IT) Vishal Dev, senior state officials, and the leadership team of Sarvam.
The proposed Sovereign AI Park will be a purpose-built innovation district that integrates high-performance compute infrastructure, talent development, research, startups, global enterprises, and government use-cases within a single physical campus. A key objective is to position Odisha as a net producer and exporter of compute resources to other states — a significant milestone in India’s digital economy.
The park will enable the rollout of large-scale, voice-first AI applications in Odia across critical sectors, including education, agriculture, healthcare, e-governance, and public safety. These solutions are designed to improve last-mile delivery of government schemes, allowing citizens — especially in rural, tribal, and low-literacy areas — to access information on entitlements, benefits, and grievance redressal through simple conversational interfaces.
Sarvam, known for developing foundational AI models tailored for Indian languages and public-sector needs, will serve as a key indigenous partner. Its expertise in speech, multilingual systems, and large-scale governance deployments complements Odisha’s goal of building an Odia-first, citizen-centric AI ecosystem.
Through this initiative, Odisha has reaffirmed its commitment to responsible, transparent, and outcome-driven AI adoption, setting a potential national benchmark for inclusive technology that strengthens public service delivery.
