The European Union has amended the regulation governing the European High-Performance Computing Joint Undertaking (EuroHPC JU) to extend its mandate beyond traditional supercomputing toward dedicated support for large-scale artificial intelligence infrastructure and quantum technologies. The European Council adopted the updated framework, enabling the creation of state-of-the-art AI gigafactories across member states and the establishment of a quantum pillar within EuroHPC activities.

Under the revised regulation, AI gigafactories are designed as ultra-scale compute and data centers capable of supporting the full lifecycle of advanced AI models, from training to deployment, with clear rules for funding, procurement and public-private collaboration. The amendment also integrates quantum technology development more centrally into EuroHPC’s mission, fostering coordinated investment in both HPC and next-generation computing paradigms.
