The Punjab and Haryana High Court has put a temporary stop to the Haryana government’s ‘stilt-plus-four floors’ policy for residential plots, citing serious concerns over public safety. The decision follows a petition challenging the state order issued on July 2, 2024, which had increased the permissible construction height.
The court specifically criticized the state for overlooking Gurugram’s existing infrastructure issues while trying to boost its revenue. It stated that the policy was implemented without conducting a necessary ‘Infrastructure Capacity Audit,’ which compromised Gurugram’s urban environment.
During hearings, the court noted severe road narrowness and infrastructure lapses in Gurugram’s Sector 28. In response, a commission has been tasked to evaluate the situation, reflecting the judiciary’s emphasis on sustainable urban planning and public welfare.
