GOUVERNEUR — State police charged Jason A. Guinup, 45, of Gouverneur, with seventh-degree criminal possession of a controlled substance, third-degree unlawful fleeing a police officer in a motor vehicle and multiple vehicle and traffic violations following a vehicle pursuit on Saturday.
According to state police, at about 9:36 p.m. troopers observed a blue 2008 Chevrolet traveling on Factory Street in the village of Gouverneur commit a vehicle and traffic law violation. Troopers attempted to initiate a traffic stop but the operator, identified as Guinup, failed to comply.
