Eleven Indian nationals from Gujarat have been charged in the United States for allegedly staging armed robberies at convenience stores in order to falsely claim victim status and obtain immigration benefits under the U visa programme, federal authorities announced on March 13.

According to the US Attorney’s Office for the District of Massachusetts, the accused allegedly conspired to orchestrate fake robberies at stores in Massachusetts so that clerks could claim they were victims of violent crime and apply for a U visa, which offers temporary legal status to certain crime victims who assist law enforcement in investigations.

Six of the accused were arrested and produced before a federal court in Boston, while others were detained in Kentucky, Missouri and Ohio and are expected to appear before the same court later. Officials from the Federal Bureau of Investigation (FBI) and immigration authorities said the defendants face charges of conspiracy to commit visa fraud and could face up to five years in prison, along with supervised release and fines if convicted. Investigators added that the case is part of a wider probe into an alleged scheme that sought to exploit a humanitarian immigration provision designed to protect genuine victims of crime.

How The Alleged Robbery Scheme Was Carried Out

Federal prosecutors said the accused allegedly paid an organiser to stage robberies at convenience stores, liquor shops and fast-food outlets so that the incidents appeared to be real crimes. During these staged events, an individual posing as an armed robber would threaten store clerks with what appeared to be a firearm, take cash from the register and flee the scene while the entire episode was captured on surveillance cameras.

Investigators said the clerks would intentionally wait several minutes before contacting police to ensure the robbery seemed authentic and to avoid raising suspicion. Authorities further alleged that participants paid thousands of dollars to the organiser in exchange for being listed as victims of violent crime. In turn, store owners were allegedly compensated for allowing their businesses to be used as locations for the staged robberies.

In one earlier case linked to the same scheme, a participant reportedly paid around $20,000 to take part as a victim, highlighting the scale of the alleged operation. The U visa programme was established to protect victims who suffer physical or mental abuse due to criminal activity and who assist law enforcement authorities in investigating or prosecuting those crimes.

Investigation Reveals Wider Visa Fraud Conspiracy

According to investigators, the alleged scheme dates back to at least March 2023 and involved multiple staged robberies across several businesses, including at least five incidents in Massachusetts alone. The accused in the latest charges include Jitendrakumar Patel, Maheshkumar Patel, Sanjaykumar Patel, Dipikaben Patel, Rameshbhai Patel, Amitabahen Patel, Ronakkumar Patel, Sangitaben Patel, Minkesh Patel, Sonal Patel and Mitul Patel.

Authorities said some of them were living unlawfully in different parts of the United States at the time of their arrest. Prosecutors added that the organiser of the scheme, the individual who acted as the robber and the getaway driver had already been arrested and convicted earlier in connection with the conspiracy.

In previous proceedings related to the case, federal prosecutors revealed that staged robberies had been arranged at multiple locations across the country to fabricate incidents that could later support immigration applications.

Officials said the defendants charged this week allegedly either helped arrange these robberies or paid to participate in them so they or their family members could claim immigration relief. The investigation is being led by the FBI with assistance from several law-enforcement agencies and immigration authorities, including officials from the U.S. Citizenship and Immigration Services.
