DEKALB — A Russell man was charged with four drug-related counts and impaired driving following a traffic stop on Route 11 Thursday.
Dylan R. Sharpstene, 30, is charged with second-, third- and seven-degree criminal possession of a controlled substance, second-degree criminal use of drug paraphernalia and driving while ability impaired by drugs, troopers said.
