The Economic Survey 2025-2026 has proposed an ‘AI-OS’ platform where the government will act as a monetary shareholder in artificial intelligence (AI) infrastructure, with the aim of turning AI into a public good, similar to digital platforms such as UPI and Aadhaar.

“This will enable the sovereign to collaborate with state and local institutions to expand the availability of structured, anonymised, and machine-readable datasets in priority sectors,” the Survey said.

The proposed initiative aims to address fragmentation in data availability, quality, standardisation and interoperability, which has so far limited the scalability of domestic AI innovation.

“For such a decentralised innovation ecosystem to translate into tangible outcomes, deliberate coordination is essential,” the report added. While industry experts said the proposal could significantly expand access to AI tools, the implementation should be in an open and inclusive manner.

Jaspreet Bindra, founder of AI&Beyond, said the announcement was expected ahead of the upcoming AI summit and could help democratise access to AI if executed well.

“If it becomes too closed or controlled, it won’t work. It has to follow the same model as DPI and DPG, where everyone can participate and build on top of it. That’s what made UPI and Aadhaar successful,” he said.
